Can I Install My Own AC in Florida? Permits, EPA 608 and Warranty
Florida lets homeowners act as their own contractor, but the refrigerant rules and the manufacturer warranty set real limits. Here is exactly what you can do, what needs a pro, and how to keep your warranty.
The short answer
Yes, with limits. Florida lets a homeowner act as their own contractor on their own home, but three separate rules shape what "doing it yourself" means for an air conditioner:
- Florida's owner-builder exemption lets you pull the permit and supervise the work on your own home.
- The EPA's Section 608 rules require a certified technician for the refrigerant work.
- Goodman's warranty terms exclude units ordered online or by phone unless a dealer installs them to code and licensing requirements.
What you can do yourself vs what needs a pro
| Task | Homeowner (owner-builder) | Who else |
|---|---|---|
| Buy the equipment | Yes. No license is needed to buy. | |
| Pull the mechanical permit for your own 1–2 family home | Yes, under Fla. Stat. 489.103(7). You must sign the application in person. | Or your licensed contractor pulls it |
| Set the condenser and air handler, run the drain | Yes, under your own direct supervision | |
| Braze lines, evacuate, open service valves, charge refrigerant | No | EPA Section 608-certified technician |
| Recover refrigerant from the old system | No | EPA Section 608-certified technician |
| Keep the Goodman warranty on a unit ordered online or by phone | No | Installed by a dealer meeting all codes and licensing requirements |
| Get FPL's $200 rebate | No | FPL participating contractor (and 15.2+ SEER2) |
| Install AC for someone else, or on a home you will sell or rent | No | Florida-licensed Class A or B air-conditioning or mechanical contractor |
Florida's owner-builder exemption
Florida Statute 489.103(7) exempts owners who act as their own contractor and personally supervise the work when building or improving a one-family or two-family residence for their own occupancy or use, and not offered for sale or lease. To qualify, you must personally appear and sign the building permit application and meet any local permitting requirements. The building department will give you an owner-builder disclosure statement to sign. If you sell or lease the home within one year of completing the work, the law presumes you built it for sale, which can void the exemption.
Anyone installing HVAC for someone else needs a Florida air-conditioning or mechanical contractor license (Fla. Stat. 489.105). A store that only sells equipment, like ours, does not need a contractor license.
Permits in North Port and Southwest Florida
Every AC change-out needs a mechanical permit, including in North Port. Florida's 2026 law exempting some small residential jobs under $7,500 from permits does not cover mechanical work. The City of North Port uses a dedicated AC change-out permit application, available on its permit forms page; confirm owner-builder requirements with the Building Division at 941-429-7044. North Port's permit application also lists when a recorded Notice of Commencement is needed; for existing HVAC replacement the threshold is $15,000.
Fees differ by jurisdiction. Charlotte County, Cape Coral and Lee County fees are listed in our AC cost guide. Sarasota County residents should check with Planning and Development Services.
EPA Section 608: the refrigerant rule
Under the Clean Air Act Section 608 rules, only certified technicians may do work that could release refrigerant, such as connecting, evacuating and charging the system. Pre-charged equipment like our complete systems is exempt from the refrigerant sales restriction, so you can buy it. But the refrigerant work during installation still requires a certified technician, and bulk refrigerant can only be sold to certified buyers. R-32, R-454B and R-410A are all covered.
The Goodman warranty
Goodman's limited warranty excludes "units that are ordered over the Internet, by telephone, or by other electronic means unless the unit is installed by a dealer adhering to all applicable federal, state, and local codes, policies, and licensing requirements."
- Parts coverage: up to 5 years if not registered, and up to 10 years if registered online within 60 days of installation.
- Florida: for units installed in Florida on or after July 1, 2024, Goodman does not require registration for warranty coverage. Registering is still recommended.
- Rentals: different terms apply to homes not occupied by the owner.
- Exclusions include damage from floods, winds, natural disasters and corrosive atmospheres, which matters near the coast.
