Florida SEER2 Requirements for New AC Systems (2026)

The minimum efficiency a new central air conditioner or heat pump must meet in Florida, how SEER2 differs from SEER, and how to check a system's certified rating before you buy.

Chart: Cooling energy use relative to a 14.3 SEER2 system (the Florida minimum for split AC under 45,000 BTU/h, which covers 2 to 3.5 ton systems). Energy use scales with 1 / SEER2.

Florida's minimum SEER2 for a new central AC

Florida is in the U.S. Department of Energy's Southeast region, which also covers Alabama, Arkansas, Delaware, Georgia, Hawaii, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia, D.C. and Puerto Rico. Since January 1, 2023, central air conditioners installed there must meet these minimums:

Equipment Minimum Applies by
Split AC under 45,000 BTU/h (2 to 3.5 ton) 14.3 SEER2 Installation date (regional standard)
Split AC 45,000 BTU/h and up (4 and 5 ton) 13.8 SEER2 Installation date (regional standard)
Split heat pump (all sizes) 14.3 SEER2 and 7.5 HSPF2 Manufacture date (national standard)

There is no separate EER2 requirement for split air conditioners in the Southeast; that applies in the Southwest region. Because the AC standard is enforced at installation, a system that does not meet the minimum cannot be installed in Florida, no matter when or where it was bought.

Do our systems meet Florida's SEER2 rules?

Yes. Every Goodman R-32 system we stock is AHRI-certified at or above the Florida minimum for its size:

Chart: AHRI-certified SEER2 of our in-stock Goodman R-32 systems compared with the Florida minimum for each size (axis runs from 12 to 16 SEER2).
System Matched pair SEER2 EER2 AHRI ref.
2 ton GLXS4BA2410 + AMST24BU1300 14.5 11.7 218222152
2.5 ton GLXS4BA3010 + AMST30BU1300 14.5 12.0 218222154
3 ton GLXS4BA3610 + AMST36BU1300 14.3 12.0 218222282
3.5 ton GLXS4BA4210 + AMST42CU1300 14.5 12.0 218222126
4 ton GLXS4BA4810 + AMST48CU1300 14.0 12.0 218222129
5 ton GLXS4BA6010 + AMST60DU1300 14.0 11.5 218222130

The rating belongs to the matched pair, not the outdoor unit alone. The same condenser paired with a different coil or air handler can rate lower. Always check the AHRI reference number for the exact combination being installed. Some online listings show 3 ton bundles at 13.4 SEER2, which is below the Florida minimum.

SEER vs SEER2: what changed

SEER2 is the same idea as SEER (seasonal cooling efficiency) measured with a tougher test. The 2023 test procedure uses higher external static pressure to better reflect real ductwork, so the same equipment scores a lower number under SEER2. As a rule of thumb, 14.3 SEER2 is roughly equal to the old 15 SEER, and 13.8 SEER2 is roughly 14.5 SEER.

Cooling energy use scales with 1 / SEER2. The chart above shows how much less energy higher-rated systems use compared with a 14.3 SEER2 system. Going from 14.3 to 16 SEER2 cuts cooling energy by about 11%.

Is a higher SEER2 worth it in Florida?

Sometimes. Air conditioning uses about 30% of a Florida home's electricity, so efficiency matters more here than in most states. But the savings from each step up are modest, and a right-sized system matters more than a high rating. Also check rebate thresholds: FPL's $200 AC rebate requires 15.2 SEER2 or higher and installation by an FPL participating contractor. Our single-stage Goodman systems (14.0 to 14.5 SEER2) do not qualify. See Florida AC rebates in 2026.

Frequently asked questions

What is the minimum SEER2 in Florida?
For split central air conditioners installed in Florida, the minimum is 14.3 SEER2 below 45,000 BTU/h (2 to 3.5 ton) and 13.8 SEER2 at 45,000 BTU/h and up (4 and 5 ton). Split heat pumps must meet 14.3 SEER2 and 7.5 HSPF2 nationally.
Is 14.3 SEER2 the same as 15 SEER?
Roughly, yes. SEER2 uses a tougher test, so the same equipment scores lower. 14.3 SEER2 corresponds to about 15 SEER.
Can I install a 13.4 SEER2 air conditioner in Florida?
Not a split AC under 45,000 BTU/h. The Southeast regional standard requires 14.3 SEER2 for those sizes, and it is enforced at installation.
Does Florida require a minimum EER2?
No. The Southeast region has SEER2 minimums for split air conditioners but no separate EER2 requirement; EER2 minimums apply in the Southwest region.
How do I check a system's SEER2 rating?
Look up the exact outdoor and indoor model combination in the AHRI Directory, or ask for the AHRI reference number. The rating belongs to the matched pair.
